Program the remote to your 2007 Toyota Camry without any help from the dealer. This includes the SE, LE and XLE models.
Programming Instructions: Note: This is the same for many Toyota vehicles.
Remove the key from the ignition. Lock all of the doors, but open the driver’s side door. Leave it unlocked. Insert the key into the ignition twice within five seconds. Don’t turn it. Close then open the door twice. Insert the key again then remove it from the ignition.
Close then open the driver’s side door. Close then open the driver’s side door again. Insert the key. Leave it in the ignition. Close the door. Turn the key to “On,” without starting the engine, and then turn it off. Remove the key. You’ll hear the door locks sound.
Push and hold “Lock” and “Unlock” buttons on the remote for two seconds, and then release the buttons. Then push and hold “Lock” for three seconds. The remote is now programmed.

Hi Margaret, I did a lot of searching but have been unable to find instructions for programming the keyless entry system. They can usually be found in the user manual for the car so maybe try asking for a user manual from a dealer? Or try buying one online at eBay (ask the owner first if programming instructions are in it) Sorry I can’t help more!

I was watching a video on Youtube https://r4—sn-vgqsensl.googlevideo.com/videoplayback?signature=433F52CA6C7E5B43CCD97EBA16C0902DFFA1130A.72DD0B7ABCADC19155433E96D2A93703274EE046&requiressl=yes&sparams=dur,ei,expire,id,initcwndbps,ip,ipbits,itag,lmt,mime,mm,mn,ms,mv,pl,ratebypass,requiressl,source&key=cms1&source=youtube&mime=video%2Fmp4&expire=1507428977&ei=ETbZWZP6BMaZ8wSwwLHQDg&pl=17&lmt=1495872540051589&dur=170.620&id=o-AEncWMeeul6ljhCGiK0TuUBx94HW2ZX3_9BL2EMKfeoc&itag=22&ip=73.198.233.250&ipbits=0&ratebypass=yes&redirect_counter=1&cm2rm=sn-ab5r67l&req_id=a7f2abd3ebfa3ee&cms_redirect=yes&mm=34&mn=sn-vgqsensl&ms=ltu&mt=1507407270&mv=mvgqsensl&ms=ltu&mt=1507407270&mv=m and all your steps were the same except in the beginning where you lock all 4 doors except the driver’s door. The video guy says all doors should be unlocked. Will that make any difference in programming? Thanks.
